The Higher Education Emergency Relief Fund is comprised of the 2020 Coronavirus Aid, Relief, and Economic Security (CARES) Act, or HEERF I; the 2021 Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA), or HEERF II; and the 2021 American Rescue Plan (ARP), or HEERF III. HEERF I-III include a Student Aid funding allocation to institutions to provide emergency financial aid grants to students who have been financially impacted by the COVID-19 Pandemic and social distancing requirements.

Below is information on the funds provided to 国产传媒 to assist students and the process under which those funds were awarded. To learn more about HEERF I-III, please visit the US Department of Education鈥檚 , , and .

Information Regarding HEERF I (CARES Act)

  1. Acknowledgment that 国产传媒 signed and returned the Department the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

    On 4/16/2020 国产传媒 signed and returned the Department of Education Certification and Agreement letter assuring the Department that the institution will use no less than 50 percent ($1,567,874) of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

    On 4/25/2020 国产传媒 received $1,567,874 from the Department of Education pursuant to the institution鈥檚 Certification and Agreement for Emergency Financial Aid Grants to Students:

    Based on the student eligibility parameters included in the CARES Act and the additional clarification directives provided by the Department of Education, 国产传媒 estimates approximately 2,520 students were eligible for consideration for emergency grant funding.

  5. The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act.

    As of July 16, 2020 there are 1,034 students who have been awarded emergency grant funds under the CARES Act based on the eligibility parameters and 国产传媒 awarding process.

  6. The method(s) used by 国产传媒 to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act.

    Due to the high level of financial need of Mount Saint Mary鈥檚 University, Los Angeles (国产传媒) students and a variety of different programs of study, we have elected to request that students submit an application (enclosed) for receipt of CARES Act funds. 

    Students were notified of the nature of the CARES Act funding and application process via email (enclosed) as well as Zoom presentations to the Traditional Undergraduate Student Government Association Meeting, an Associate Degree in Nursing Students Town Hall, and Weekend and Evening College student forum.  All students, regardless of program, are eligible to apply for CARES Act funding (Associate鈥檚 Degree, Traditional Undergraduate, Weekend and Evening College, Graduate) if they meet these eligibility requirements:

    • Have been enrolled at 国产传媒 during the spring 2020 semester and incurred an expense related to the disruption of on-ground courses during the semester.
    • Have been enrolled in a program with classes meeting in person at one of the two campuses (exclusively online students excluded) prior to March 13, 2020.
    • Be a U.S. citizen who is receiving federal student aid or is eligible to receive federal student aid through submission of a FAFSA.
    Any applicant deemed ineligible upon review by the Office of Financial Aid were notified of ineligibility and given the opportunity to appeal and notify 国产传媒 of eligibility in writing.

    In order to attempt to accommodate the largest amount of student applicants, a range of dollar awards based in part on EFC was established with a maximum CARES Act award of $3,000 per student. Two notifications of available funds were sent to students and due to the high volume of applications, the parameters of need and range of amount provided were revised at two points in the process to assist the most amount of students. All eligible students who submitted an application received some funds.

    Students enrolled in programs which required early termination of classes and receipt of a grade of No Credit in the course for the Spring 2020 semester due solely to inability to access offsite locations for experiential learning credit (nursing or health care facilities for clinical rotations for Nursing programs, student teaching for Education teaching credential) were awarded the maximum amount of $3,000. Students who applied for emergency grants through the Office of Student Affairs after March 27 to address direct costs related to the transition to online learning and met the federal requirements for eligibility were awarded funds through the CARES Act.

    Funds were applied to the student account and students were issued the award through either the university e-refund system or check.  Students were alerted that the application review process may take up to ten business days depending on volume and the average length of time from approval of funds to student receipt of funds is approximately five days.

    Due to the continued high level of financial need of our students, Mount Saint Mary鈥檚 University, Los Angeles (国产传媒) requested that our students submit an application (see link below) for HEERF II & III funds. Students were notified of the availability of HEERF funding and application process via email (see link below). Any applicant that was previously deemed ineligible based on citizenship status was also notified of their eligibility. All students are eligible to apply for these funds if they meet these eligibility requirements:

    • Have been enrolled at 国产传媒 during the spring 2020 semester and incurred an expense related to the disruption of on-ground courses during the semester.

Added to the $4,276,499 the university had awarded as of September 30, 2021 over the course of the first three calendar quarters of 2021, as indicated in our previous quarterly report, this results in a total of $4,910,999 in HEERF II & III emergency grants to students to date. When adding this sum to the $1,567,874 previously awarded to students under HEERF I (CARES Act), this results in a to-date cumulative HEERF I-III amount of $6,478,873 in Emergency Financial Aid Grants to Students.

  5. The total number of students who have received an Emergency Financial Aid Grant to students under the CRRSAA and ARP (a)(1) and (a)(4) programs.

    During the fourth quarter of the 2022 calendar year (January 1-March 31), 869 students received emergency grant funds under HEERF II & III based on the eligibility parameters and 国产传媒 awarding process.

  6. The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under the CRRSAA and ARP (a)(1) and (a)(4) programs.

    Instead of having a HEERF student aid application process for spring 2022, the University opted to provide a final disbursement to students (excluding Physical Therapy Doctoral Students) who received a FY21 award amount of $3,000. These students had an Estimated Family Contribution (EFC) below $5,847 and were identified as 鈥渉igh need.鈥 Of the fall 2021 recipients identified as high need, 869 were registered for spring 2022 at the time of disbursement.

  7. Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants.
