Local Criteria for the State Seal of Civic Engagement

Watch the video to see how students in the ¹ú²ú´«Ã½ Clara County Office of Education special programs, met the local criteria and earned the State Seal of Civic Engagement in the 2022-2023 school year. â€‹

​Steps for Stu​â¶Ä‹dent Completion


Step One: Review the local criteria outlined on the SCCOE website.student participation flyer_digital.jpg


Step Two: Assist your student in completing all required tasks, reflections, and activities needed to complete all five local criteria. Use the Local Criteria Rubric to determine your student’s success. You will be required to upload your student’s completed rubric when submitting their name to the County Office of Education.


Step Three: Once your student’s work is completed and you have verified that your student has met all five criteria for the State Seal of Civic Engagement, complete the SCCOE State Seal of Civic Engagement Student Completion Form. Submitting this form submits your student’s name to the ¹ú²ú´«Ã½ Clara County office of Education for our spring celebration of all students who have earned the State Seal of Civic Engagement.  All students submitted through this Google Form will be recognized at a County celebration and will receive a medal to wear at graduation.

Step Four:  Per the CDE, LEAs are to order the SSCE Insignia directly through the CDE using this link.

In 2022, the SCCOE organized the State Seal of Civic  Engagement for the SCCOE Special Programs Advisory  Committee to provide equitable and inclusive  opportunities for ALL students to earn the SSCE, especially those in the SCCOE Special Programs including the Alternative Education Department: Court and Community Schools, Opportunity Youth Academy, and the Special Education Department. â€‹

The State Seal of Civic Engagement Toolkit ​provides an interactive format that guides understanding for implementation and additional resources to support​The State Seal of Civic Engagement Student Workbook guides students through the process of meeting all five criteria in order to complete the State Seal of Civic Engagement. Students can submit their completed workbook along with supporting documents to their district SSCE representative.​

The ¹ú²ú´«Ã½ Clara County Office of Education and the ¹ú²ú´«Ã½ Clara County Bar Association are proud to provide a unique opportunity for high school students to learn what it is like to prepare and present a legal case before the court.

How does High School Mock Trial work?  Teams of nine to twenty five students study a hypothetical case that is provided by the Teach Democracy. Teams conduct legal research and receive individual coaching by their school coach and a volunteer attorney in trial preparation, courtroom protocol, courtroom procedure, analysis and communication.

Preparation begins in the fall and culminates for the County competition in January. The winning team represents ¹ú²ú´«Ã½ Clara County at the state competition.

Students who participate in Mock Trial engage in authentic learning experiences that lead to essential life skills, including, but not limited to:

  • the importance of team work and collaboration
  • oral presentation skills
  • goal setting
  • planning
  • productive argument or persuasion skills
  • critical thinking skills
  • the ability to face challenging obstacles with enthusiasm, professionalism and confidence

What is Mock Trial?

In 1980, Constitutional Rights Foundation (CRF) introduced the Mock Trial program, which already had a strong following in Los Angeles County, to all the counties in ¹ú²ú´«Ã½. The program was created to help students acquire a working knowledge of our judicial system, develop analytical abilities and communication skills, and gain an understanding of their obligations and responsibilities as participating members of our society. 
The Case The Constitutional Rights Foundation (CRF) creates and produces annually a new set of Mock Trial materials based on an important hypothetical criminal case.
