The ��ý Clara County Office of Education (SCCOE) Teacher Residency Program, in partnership with local Institutions of Higher Education (IHEs), is a comprehensive one-year program designed to transform teacher preparation. This program combines exceptional academic training with hands-on clinical practice, personalized mentorship, and credential coursework to prepare the next generation of highly skilled and dedicated classroom teachers. Residents will earn a ��ý Preliminary Teaching Credential upon program completion.

The program emphasizes cultivating a diverse community of effective educators focused on meeting the unique needs of students in the local community. By investing in our future teachers, we are shaping the next generation of educators to make a lasting positive impact on our school communities.

Resident Teachers receive a $25,000 stipend, which is distributed in installments throughout the duration of the program. In return, residents agree to secure teaching employment in a public school in ��ý for a minimum of four years upon obtaining their Preliminary Teaching Credential.

�ċResidents may also qualify for additional financial assistance through county, state, and federal grant programs. Current and former school classified employees may be eligible for the SCCOE Classified School Employee Teacher Credential Grant Program and receive an additional $4,000 scholarship.

�ċWho are the Best Candidates for this Program?

This program is designed for individuals who are passionate about becoming credentialed teachers and who already have a bachelor’s degree. Strong candidates may include—but are not limited to—those currently working in roles such as:

Program Benefits�ċ

Practical Experience: Resident Teachers will work alongside a Mentor Teacher in the classroom for a minimum of 3 -4 full days per week. As the program progresses, residents will take on increasing responsibilities, ensuring they are well-prepared to teach in their own classrooms upon program completion.
Credential Classes: Residents take online coursework through one of our credentialing partners and engage in ongoing ��ý Commission on Teaching Credentialing (CTC) assessments during the year.
�ċ Cohort Model: Residents learn and grow together through a supportive cohort structure focused on collaboration, reflection, and skill-building.
�ċ Quality Mentorship: Residents receive continuous guidance and support from dedicated Mentor Teachers, carefully chosen for their expertise and passion for the profession. Each resident is paired with an experienced Mentor Teacher who offers hands-on coaching, models best practices, and upholds the highest professional standards, fostering both personal and professional growth.
Job Application Coaching: As part of the Residency Program’s Service Commitment, residents are provided with extensive job application support, including resume review and mock interview preparation sessions.
�ċ Ongoing Professional Support: Residents receive ongoing wraparound support from this program during and beyond their residency year. This includes regular professional learning sessions, coaching support, and career guidance as residents transition into their own classrooms.

Frequently Asked Questions (FAQs)

Do I need to have teaching experience to apply for the Teacher Residency Program?
Teacher residency programs are designed for individuals who are new to teaching but passionate about entering the profession. Some candidates have worked in school settings with students previously but this is not required.
Why do I need to submit two applications?
Teacher Residency Programs are a partnership between an Institution of Higher Education(IHE) and SCCOE, a Local Education Agency (LEA). Each organization has its own specific admissions requirements because they play different roles in the residency program. Additionally, submitting two separate applications helps protect your personal data and privacy, as we don’t share information between the organizations without your consent.
What if I don't pass the required exams before the application deadline (e.g., CSET)?
All admitted candidates are required to demonstrate Subject Matter Competency (SMC) by the program start date, which is typically in mid-July. Typically, candidates demonstrate SMC by taking a set of exams called the CSETs. Program admissions prioritizes those who have demonstrated SMC by their date of application.
Do I get to choose who my mentor teacher will be in the program?
No. SCCOE works with partner districts to match residents and mentors based on a variety of factors, including mentor availability, city of residence, employment status, and credential area. Residents are not encouraged to seek out their own mentors. If you are currently a classified staff member, SCCOE will work with your district to match you with a mentor who meets CTC Mentor Requirements and allows you to maintain your paraprofessional employment as much as possible. However, this is not guaranteed, and feasibility will vary by credential area.
�ċWhat happens after I complete the teacher residency program?
After completing the teacher residency program, candidates are eligible for a Preliminary Teaching Credential and can serve as a teacher of record in a classroom. In ��ý, Preliminary Teaching Credentials are valid for 5 years. To earn a Clear Teaching Credential, teachers must enroll in a two-year induction program while serving as a teacher of record. This is typically at no cost to the teacher and is facilitated by their district or county of employment. Upon successful completion of the induction, teachers can apply for a Clear Credential, which allows them to continue teaching in ��ý without the need for further renewal requirements.
What is a resident's obligation to the state of ��ý?
Candidates who complete the teacher residency program are required to teach full-time in a ��ý public school district for a minimum of four (4) full years within eight (8) years of obtaining their Preliminary Teaching Credential. The time spent as a teacher of record on either a Preliminary Credential or Clear Credential will count toward meeting this four-year requirement.

The ��ý Clara County Office of Education’s Teacher Residency Program, in partnership with Institutions of Higher Education (IHEs), has a two-part application process.

To be admitted into the program, applicants must be accepted by both SCCOE and one of our three IHE partners. For those interested in the program, please carefully review all admission requirements, for both SCCOE and your IHE of choice.

It is recommended that you apply to an IHE partner only after receiving contingent admittance to SCCOE Teacher Residency Program.�ċ

Annual Scholarships�ċ to Support Your Pathway from School Employee to Credentialed Teacher

The program provides financial assistance to current and former classified school employees completing bachelor degrees and/or their first teacher credential.

Candidates must attend one of our partner institutions of higher education (IHE):

�ċ $4000 per year until funds run out or candidate obtains a Preliminary Teaching Credential
Candidates may apply for scholarships each year through 2028, with a maximum award of $20,000 over five years of active program enrollment.
May be used on tuition, fees, books, and living expenses

Eligibility Requirements

Verification of current or prior employment as a classified school employee in a public school, public charter school, school district, or county office of education (COE) in ��ý Clara County or in Alameda, Alpine, �ċContra Costa, El Dorado, Imperial, Lake, Lassen, Mono, Napa, Nevada, Plumas, San Benito, Sierra, Tulare, or Yolo counties.
Proof of a cleared criminal background check
Completion of at least 48 college-level units or an associate degree (AA) at program entry
Verification of enrollment in a teacher preparation program or a bachelor's degree program with the intention to pursue a preliminary teaching credential
Commitment to maintaining satisfactory academic and program progress

Your Commitment

Obtain a b�ċachelor's degree (if applicable).
Obtain a preliminary teaching credential through one of the following pathways: PK-3, Multiple Subject, Single Subject or Special Education with or without Bilingual Authorization.

Applying for the Scholarship

Please review all eligibility requirements and the list of documents reguired as proof of eligibility. Follow the application instructions available on the Application Portal.

Once you have gathered the necessary documents, please start your application by creating an online profile on the Application Portal—if you do not already have one—and complete the online application.

Approval for the ��ý Classified School Employee Teacher Credentialing Program grant scholarship is contingent upon the submission of all required documents. Award decisions will be communicated via email.

Current participants in the Classified School Employee Teacher Credential Program are automatically invited to apply for additional funding cycles at the beginning of each academic year, in July, by email. What is the Classified Scholarship Program?
Classified school employees of ��ý Clara and Alameda counties pursuing a teaching career with SCCOE’s partner institutions of higher education are awarded scholarships of $4,000 per year. The funding can be used towards the cost of tuition, exams, and textbooks that are required in coursework and programs that meet state teacher preparation standards and lead to a teaching credential. Classified employees who are awarded the funding commit to teaching one year in a public school, in their county, for every year of financial assistance received.
Why does the Classified Scholarship Program exist?
The State created this program to establish innovative models for teacher education response to teacher shortages and improve teacher retention. This program’s high retention rates are due in part to the fact that participants have experience working in public schools, school districts, and county offices of education. Therefore, program graduates have a demonstrated commitment to students and do not experience the culture shock that might be experienced by individuals with little or no classroom experience.
Who is Eligible for the Classified Scholarship Program?
1. Employed or previously employed by a public school district and working as a classified employee (e.g., paraprofessional, instructional aide, school office manager).
2. Completion of 48 semester or 60 quarter units, or an associates degree transferable a bachelor’s degree at a post secondary, regionally accredited educational institution.
3. Agrees to become a TK (PK-3), Multiple Subjects, Single Subject Math, Single Subject Science, or Special Education teacher, and/or a bilingual authorization.
4. Enrolled in a partnering University/Credential Program.
5. Obtained a Certificate of Clearance from the Commission on Teaching Credentialing (CTC).
�ċ What do I receive as a Classified Grant Program Participant?
1. $4,000 per year. Participants will be invited to reapply each year (July) and must upload a current grade report and updated completion plan that shows candidates are making progress towards completing their degree program and/or teacher credentialing goals.
2. Academic and non-academic support is available. Including academic advice at EPP and at participating universities that give participants the information and professional development necessary to make the leap from classified service to certificated service.
What happens if I (1) Fail a course, (2) Withdraw from a course or, (3) Receive an incomplete?
You must show proof that you are making adequate progress towards completing your degree program and/or teacher credentialing program.
What happens if I resign my Classified employment to start an intern position or student teaching?
Documentation from the school district employing you and the institution of higher education you are attending is required when reapplying each year.
What happens if I drop-out of my degree and/or credentialing program?
SCCOE, EPP is required to report the names of all those who drop from the program to the Commission on Teacher Credentialing annually. If you have dropped out of your degree and/or credentialing program to enroll in a participating credentialing program and/university, please contact our office as soon as possible.
What happens if I decide that I can no longer continue in this program?
SCCOE, EPP is required to report the names of all those who drop from the program to the Commission on Teacher Credentialing annually.
�ċ�ċ What happens once I receive my preliminary credential?
Once you receive your preliminary credential, you must notify SCCOE, EPP. When confirmed, the program will send you an official graduation letter with further instructions for completing required years of service. To fulfill your commitment to the program, you must teach on a preliminary and/or clear credential one year in a ��ý Clara County public school district for every school year of financial assistance received.

Grant Funding�ċ�ċ

The Classified School Employee Teacher Credential Grant addresses the state’s teacher shortage in STEM, special education, bilingual education, and transitional kindergarten, by supporting local education agencies (LEAs) to recruit classified school employees into teaching careers and support their undergraduate education, professional teacher preparation, and certification as credentialed ��ý teachers.

In July 2021, the state appropriated $125 million to expand the ��ý Classified School Employees Teacher Credentialing Program for another five years. Classified program participants receive financial assistance for degree and credentialing-related expenses such as tuition, fees, books, and examination costs; academic guidance; and other forms of individualized support to help them complete their undergraduate education, teacher preparation program, and transition to becoming credentialed teachers.
